None of this creates any entitlement to Saudi nationality. Owning property in the Kingdom does not shorten the residence requirement, does not add points under Article 9, and does not open a naturalization route. The two frameworks are unconnected.

Saudi Premium Residency: The Realistic Option

For most foreign residents, Saudi citizenship remains difficult to obtain. For applicants who meet the relevant financial, professional, investment, entrepreneurial, or property requirements, Premium Residency may provide a more practical long-term residence option.

Premium Residency is not citizenship and does not automatically lead to naturalisation. It does, however, allow the holder to reside in Saudi Arabia without relying on the traditional employer-sponsorship system.

The five specialised products introduced in 2024 generally carry a government product fee of SAR 4,000. This fee should not be confused with the full cost of eligibility. Premium Residency holders may reside in the Kingdom with eligible family members, conduct permitted business activities, own certain property and means of transportation, and move between employers without the traditional sponsorship-transfer process. Holders and eligible family members may also be exempt from certain expatriate and dependent fees.

These rights remain subject to Saudi law. Restrictions applicable to non-Saudis, including rules concerning reserved professions, regulated activities, investment and property ownership, continue to apply.
